We are seeking a sharp, commercial, and strategy-focused Procurement Manager to take full ownership of our commercial procurement function.

Reporting directly to the Director of Finance, you will lead an established team, manage complex high-value tendering, and act as the principal authority on commercial governance across the organisation. Key Responsibilities
- Design and execute our overarching procurement strategy and annual commercial plans, keeping spend aligned with organisational priorities.
- Manage and develop a dedicated purchasing team, setting clear operational standards, workforce planning, and continuous staff development.
- Lead end-to-end tendering for major public contracts, from market engagement and tender design to commercial evaluation and contract award.
- Oversee adherence to Irish and EU public procurement frameworks, national central guidelines, and internal risk management controls.
- Drive cost optimisation, monitor vendor performance, and integrate Green Public Procurement and social value principles into commercial decisions.
- Provide clear, pragmatic counsel to budget holders, executive leadership, and the Audit & Risk Committee.
What You Bring
Essential Experience & Qualifications:
- Public Sector Expertise: Minimum 3 years in procurement, with at least 2 years' hands-on experience navigating public procurement legislation and frameworks.
- Qualifications: Degree in Business, Procurement, or professional accreditation (e.g., CIPS, IPPM, or equivalent).
- Technical Depth: Expert understanding of EU directives, national guidelines, tendering procedures, and contract law.
- Leadership & Delivery: Demonstrated ability to manage teams, lead cross-functional projects, and communicate clearly across all levels of an organisation.
- Data & Systems: Solid analytical capabilities and proficiency in modern office software suites.
Desirable:
- Direct experience with public e-procurement platforms or Enterprise Resource Planning (ERP) financial software.
