The NBP Project Agreement included a number of assumptions with respect to specified aspects of the network construction, and certain of the build costs (known as "Contract Assumptions" or CAs). The accuracy of some of these CAs is assessed on completion of the detailed design, and the accuracy of others is assessed on completion of the network build. Where the outturn is different from the Contract Assumption, a settlement between the parties may arise.
The Quantity Surveyor will ensure the validity of specified build costs such as tree trimming and duct blockage costs, assist with the analysis of variances between the high-level design assumptions and the low-level design / as-built, documenting the reasons for these variances, preparing the associated contract assumption claim documentation, and ensuring that contractors provide the required evidences to support contractor assumption claims.
