Job Description

NBI are seeking an immediately available Procurement Director to join their team!

The National Broadband Plan (NBP) is the largest ever telecommunications project undertaken by the Irish State. It aims to radically transform the country's broadband landscape through the delivery of quality, affordable high-speed broadband to all parts of Ireland where such services are not available commercially. The NBP will ensure that all people and businesses in the Intervention Area have access to a modern and reliable broadband network, capable of supporting the communications, information, education and entertainment requirements of current and future generations. The network will be designed, built and operated by National Broadband Ireland, using a combination of State subsidy and commercial investment. It will make its services available to all of the rollout area, which accounts for 23% of the population in about approximately 537,000 homes, farms, schools and businesses.

Key Objectives / Accountabilities:

National Broadband Ireland are seeking a highly experienced Procurement Director who wants to jump in head first into a fast paced environment and scale the Procurement Department in a mission driven company experiencing rapid growth. You will be a self-starter with extensive experience in supplier contracts. You will be a very strong people manager who will support and enable the team to do their jobs. This role operates as part of the senior leadership team.

  • Balance strategic goals, operational performance and cost mitigation to expand network footprint which drives commercial value
  • Meet regularly with internal staff to discuss and re-evaluate strategic direction and how it would be supported by current and future vendor relationships
  • Use of best industry practice across the organisations procurement activities
  • Ensure a thorough understanding of the cost base through the use of appropriate data analysis with a particular focus on Deployment and Connections activities and ensuring this information is available across the organisation to facilitate decisions making and strategic planning.
  • Identify business needs through analyzing metrics and providing overviews of industry landscape and maintain awareness of current market trends and conditions that may affect vendors and pricing and may have an operational or strategic impact on the company

Key deliverables

  • Partner with executive, commercial, deployment and operations functions to develop and execute strategy to manage network deployment and operations including forecasting, procurement and ongoing vendor management acting as primary negotiator for related agreements with service providers, construction and connection suppliers, material providers
  • Responsible for reporting to and updating the procurement board
  • Ensure the use of industry best practice procurement across the organisations buying processes.
  • Responsible for all procurement documentation and pricing information and keeping it current
  • Ensure NBI has the right connections into key vendors at all levels and functions from day-to-day ordering to escalation and strategic negotiation

Key Responsibilities:

  • Utilizing score carding and metrics, monitor the efficacy and timeliness of the procurement functions output and work effort
  • Make recommendations for process and/or toolset changes to improve efficiency
  • Act as a power user and primary SME for the toolsets that support the pricing process
  • Oversee the issuance of and responses to individual Requests-for-Quotation (RFQ's) for vendors' services, negotiate best pricing in support of commercial proposals
  • Manage complex bids involving multiple third party and external/internal stake holders
  • Coordinate meetings with vendors and internal Commercial and Engineering teams to communicate vendor service offerings
  • Support company cost savings and network optimization goals by reducing third party costs
  • Work with all internal stakeholders to ensure proper understanding of requirements and technical feasibility of solutions, including proposal review
  • Remain current on technical information regarding NBI products and services, and vendor capabilities, pricing trends and service performance history/trends
  • Evaluate, negotiate or renegotiate vendor MSAs to meet current market standards for key terms such SLAs and payment terms
  • Monitor day-to-day vendor risk management processes and procedures to ensure consistency with corporate policy
  • In a steady state act upon gathered performance data and provide quarterly feedback to business partners to ensure quality
  • Ensure team is providing Commercial, Finance, Operations and NBI Deployment with required data
  • Work with team to enable continual improvement and professional development

Knowledge & Experience:

  • Degree with a strong Business / Engineering base with extensive experience working at a senior level within the telecommunications or IT sector
  • Relevant experience in a head of procurement management role, with a track record of commercial and/or technical achievement, ideally within a telecommunications or managed services organisation.
  • Minimum of 4 years in a management position overseeing pricing analysts, vendor managers, or service delivery resources
  • Knowledge of telecom, Colo and related technology industries, with a particular focus on telecom firms' product sets, especially with regard to local access
  • A working knowledge and understanding of principles of Ethernet and Internet networking at Layer 1 and Layer 2
  • A working knowledge of IT systems development, integration projects the use of 3rd party systems integrators as part of complex systems development
  • Experience working with Commercial and Finance personnel to ensure clear delivery
  • Ability to operate in a matrix reporting structure
  • Presentation skills and experience presenting pricing and procurement concepts to technical and financial audiences
  • Strong MS excel skills and ability to analyse data in spreadsheets for reporting and analysis purposes
  • Ability to manage a team and where there is a requirement to juggle and prioritize multiple tasks within a fast-paced, deadline oriented, environment
  • Demonstrates flexibility and willingness to do what it takes to get the job done
  • Experience working in a fast-paced environment and within tight timelines
  • Excellent communication and relationship management skills
  • Working knowledge of basic corporate financial concepts and terminology
