Job Description

The Head of Strategic Resource Management and Change Capability is responsible for setting up and managing a new team within the Delivery Programme Management Office.

Purpose of the Role

The Head of Strategic Resource Management and Change Capability is responsible for setting up and managing a new team within the Delivery Programme Management Office. This team will define and own a strategic framework for management of the bank's change resources, including enhancing capability across key change competencies.

Duties

  • Establishing and leading the Strategic Resource Management and Change Capability team
  • Developing strong working relationships with key internal partners, especially Change Delivery Directors and their Programme/Project delivery teams
  • Driving an agenda of continuous improvement, including a pipeline of opportunities to improve the bank`s sourcing and management of change resources, as well as related processes
  • Own and develop the Strategic Resource Management Framework for Change, including appropriate governance, controls and standards for: management of resource supply vs. demand; resource allocation; and performance management.
  • With relevant Exec approval, define and own the Change Sourcing Strategy (target mix of Internal vs. External staff and onshore/offshore for key role types, target spans of control for Programme/Project Managers)
  • With relevant Exec approval, define and manage against the groups's Sourcing and Resource Management Control Framework
  • Ensure the required allocation of resources, skills and expertise within the team
  • Ensure that all decisions are made with a customer focused lens
  • Ensure effective communication and collaboration with all stakeholders
  • Establish an effective collaboration with relevant internal partners on joint objectives
  • Ensure full compliance with all Group, Legal and Regulatory requirements and standards

Essential Qualifications

  • Proven track record of leading teams, including setting up new teams and defining new service propositions
  • In depth understanding of Change Management and Programme/Project Delivery
  • Experience of delivering transformational change in financial services sector
  • Proven track record in delivering large scale efficiency programmes via process improvement/simplification

Desirable Qualifications, Skills & Experience

  • Relevant third level qualification / certification
  • Ideally a formal Project Management qualification (Prince 2, PMP)
  • Portfolio, Programme and Project Management
  • Experience with Enterprise Portfolio Management tools (e.g. Clarity)
  • Familiarity with Lean and Six Sigma tools as a way to solve complex product problems, satisfy critical to quality customer requirements and eliminate waste.
  • Knowledge of HR Practices and Processes
  • Knowledge of Procurement Processes
  • Knowledge of technology an advantage - think 'technically literate'
  • IT Process and Organisation
