Position Summary / Project Description
As part of the Senior Team that digitises, connects, and analyses the Group IT Ecosystem, the successful candidate will join the Planning Group that has oversight in the development of business services and strategies. You will focus on management and oversight of the identified IT portfolio. In the course of your work, you will be exposed to a wide range of IT initiatives across the health ecosystem and strategic decision-making by Senior Management. There will be opportunities to harness and hone his/her skills to plan, monitor, analyse and report to guide the progress of health IT programmes and projects. To excel in your role, you will have to communicate effectively when interfacing with a broad range of people in various job levels and roles.
Formulate policies that help guide IT planning, investments and operations, working towards optimising value of IT, defragmenting IT systems and harnessing the benefits of adopting common platforms and solutions.
Consult and communicate with key stakeholders during the IT policy formulation process in order to ensure smooth and effective implementation of policies.
Administer, review and improve existing IT governance processes for more efficient review of IT initiatives without compromising quality of review
Assess IT initiative proposals to support Senior Management's review and endorsement of proposals such as to appraise senior management on adequacy of a project's key performance indicators.
Perform secretariat duties in support of IT governance forums.
Serve as key liaison to give guidance on IT governance framework, for instance, to guide IT project managers on processes and forums to seek approval for funding proposals.
Develop and maintain proper review documentation/records of IT initiative proposals, such as statuses of proposal reviews and attainment of project outcomes.
Liaise and guide relevant Divisions to improve proposals submitted in order to accelerate the approval of initiatives.
Identify, define and track IT governance metrics against relevant industry benchmarks
Years of Experience
At least 11 - 14 years' experiences in strategic / corporate analysis, planning and development
Requirements / Qualifications
5 or more years of experience in IT programmes and project management.
Experience in policy writing with associated stakeholder consultation and communications work.
Experience in design, implementation as well as management of IT programmes and projects governance framework.
Comfortable working with and staffing senior management, knowledge in IT systems, applications as well as proficient in usage of Office Productivity Suite Software (e.g. Microsoft Office).
Possess good verbal and written communication, analytical and conflict resolution skills with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
Strong ability to handle ambiguity and high work pressure.
Versatile in working independently as well as an effective team player.
Experience in public sector IT programmes and projects is an added advantage.
Relevant degree from a reputable university.
