Job Description

Morgan McKinley is partnering with a global leader in semiconductor sector in search of a talented HR Manager to join their team in Singapore.

The HR Manager will be responsible for the HR team in managing the full spectrum of HR and Admin functions including day-to-day operations on recruitment, induction, employee benefits, compensation, performance management, employee services as well as performing administrative tasks. The HR Manager would be expected to proactively offer proposals to improve the HR processes regularly and to support the Company's initiatives to create a great place to work.

Responsibilities :

  • Be a HR business partner to Managing Director and offer insights and points of view on matters that have HR impact or implications.
  • Plan, develop and implement HR strategies and initiatives to be aligned with the overall business strategy for the Singapore plant
  • Work with Global HR team to lead and drive HR initiatives, programs, and projects locally
  • Provide oversight and management of the full spectrum of Human Resources operational matters & general administrative matters.
  • Provides solutions on HR matters and policy advisory to management team in delivering effective HR management
  • Provide guidance to the HR team and ensure continual excellence in HR operations
  • Responsible for the management of bi-annual performance appraisal exercise and compensation and benefits plan that drives high performance.
  • Manage the annual salary review, promotion and variable bonus exercise including preparation of information for management reporting and union negotiations
  • Responsible for preparing and checking of information and data needed for salary survey and benchmarking exercise and yearly manpower budgeting planning exercise
  • Plan and monitor the HR & administration expenses
  • Administration, processing and record management for various government grant/incentive schemes.
  • Periodical review of the Employee Handbook, HR policies and procedures by recommending amendments needed due to changes in local conditions or labour laws to establish a positive employer-employee relationship
  • Bridge management and employee relations by addressing demands, grievances or other issues
  • Act as advisor to recreation committee to organize staff welfare and employee engagement events/activities
  • Act as a subject matter expert on HR Information System, lead and proactively manage HR data through maintenance of system interfaces and data integrity
  • Support current and future business needs through the development, engagement, motivation and preservation of human capital
  • Review and approve the full process of in-house payroll processing including CPF submission, IR21 tax clearance, IR8A yearly income tax declaration
  • Roll out and manage process improvement projects
  • Participate and provide support for company-wide activities to meet requirements of customers, ISO and other audits
  • Prepare, review and present of management reports on a weekly, monthly, quarterly and yearly reports to management team and head office
  • Provide support as committee member of the Security Export Control Team and Environment, Health and Safety committee
  • Company representative on HR matters with external organizations such as RBA and Union (i.e., involved in IR matters, wage negotiation and discussions)
  • Oversees all HR services including but not limit to company facilities such as pantry/staff lounge management, courier, office equipment such as photocopiers, and company transport
  • Assist in all other ad-hoc duties as required

Requirements :

  • Bachelor in Human Resources or related field
  • More than 10 years of experience in HR with at least 5 years in managing a HR team
  • Working experience in manufacturing or semiconductor companies are preferred
  • Good knowledge of Employment Act, Industrial Relations Act, statutory regulations and HR practices in Singapore
  • A 'people' person with excellent communication and interpersonal skills at all levels and has a strong sense of responsibility
