Job Title: Capital Projects Manager
Contract Details
- Start Date: Immediate
- Contract Duration: 12 months, with an option to extend for a further 6 months
- Working Hours: Full-time (35 hours per week)
- Reporting To: Director of Programme & Procurement
- Location: Hybrid working model with a minimum of three days onsite per week. Travel to project sites will be required as necessary.
Role Overview
An opportunity exists for an experienced Capital Projects Manager to support the delivery of a major national capital development programme focused on creating purpose-built Further Education and Training facilities across multiple regions.
The successful candidate will provide programme and project-level coordination, oversight, and support across a portfolio of capital projects. The role will involve coordinating technical consultancy services, supporting procurement activities, and working closely with stakeholders, educational bodies, design teams, and project delivery partners to ensure consistent and effective project delivery.
The role will also contribute to programme-wide initiatives including sustainability, quality management, strategic planning, public procurement compliance, programme governance, and Building Information Modelling (BIM) implementation.
Key Responsibilities
Programme and Project Delivery
- Provide programme and project-level support, guidance, and coordination for the delivery of high-quality design and construction projects.
- Promote and maintain excellence in design and construction outcomes.
- Coordinate project workflows and schedules in accordance with applicable capital works and public spending frameworks.
- Support the successful delivery of projects within agreed timelines, budgets, quality standards, and health and safety requirements.
- Participate in and facilitate workshops, design reviews, planning sessions, governance meetings, and lessons-learned exercises.
- Liaise effectively with key stakeholders throughout project lifecycles.
Procurement and Consultancy Management
- Lead and/or support procurement processes for technical consultancy services.
- Prepare project briefs, tender documentation, contract documentation, and associated procurement materials.
- Ensure procurement activities comply with relevant organisational policies and Irish and European procurement regulations.
- Support the appointment and management of professional consultants and project teams.
Governance and Compliance
- Assist in implementing programme-wide standards relating to sustainability, quality assurance, BIM compliance, and strategic planning.
- Ensure compliance with relevant public spending, procurement, health and safety, and capital works frameworks.
- Prepare reports, presentations, and briefing materials for project and governance stakeholders.
Essential Requirements
- Degree or professional qualification in a construction-related discipline such as Architecture, Engineering, Quantity Surveying, Construction Management, or equivalent.
- Minimum of 5 years' relevant post-graduate experience.
- Membership or eligibility for membership of a recognised professional body within architecture, engineering, surveying, construction, or a related discipline.
- Demonstrated experience delivering high-quality construction projects on time and within budget.
- Strong understanding of project delivery methodologies, procurement processes, and stakeholder management.
- Excellent communication, presentation, and interpersonal skills.
- Strong report writing and documentation skills.
- Ability to work independently, collaboratively within teams, and lead groups where required.
Desirable Requirements
- Full clean driving licence and access to a vehicle.
- Experience using project and programme management software for scheduling and tracking project activities.
- Experience working with funding bodies, stakeholders, and end users at a senior level.
- Proven ability to support organisational change and strategic programme delivery.
- Knowledge of Building Information Modelling (BIM) and its application within construction projects.
- Knowledge of construction health and safety legislation and best practices.
- Knowledge of public procurement regulations and procedures.
- Familiarity with capital works management frameworks and public spending/infrastructure guidelines.
- Experience relating to educational facilities, site infrastructure, public realm projects, heritage buildings, or conservation projects.
