The Facilities & Utilities Supervisor is responsible for the safe, compliant, reliable and cost-effective operation and
maintenance of site facilities, utilities and infrastructure.
The role provides day-to-day leadership of the Facilities function, with significant responsibility for asset management,
Maximo/CMMS performance, energy management, maintenance strategy, contractor management, GMP compliance
and continuous improvement.
The role works closely with Engineering, Production, Quality, EHS, Procurement and Finance to ensure facilities and
utilities reliably support site operations while delivering improvements in reliability, energy efficiency, compliance and
operating cost.
Key Responsibilities
Facilities, Utilities & Maintenance
● Lead the day-to-day operation and maintenance of site facilities, utilities and infrastructure, ensuring safe, reliable and compliant operation.
● Plan and coordinate preventative, corrective and reactive maintenance activities, prioritising work based on safety, GMP, production and business risk.
● Ensure high levels of PM and maintenance schedule compliance and minimise equipment and utility downtime.
● Develop and maintain appropriate maintenance strategies for critical facilities and utility assets, both hard and soft systems.
● Ensure critical utility systems and facilities remain inspection-ready and fit for purpose.
Maximo & Asset Management
● Familiar with CMMS, ensuring effective use of the system across the maintenance function.
● Maintain accurate asset registers, asset hierarchy, equipment criticality, PM schedules, job plans and maintenance history.
● Monitor PM compliance, work-order completion, backlog, overdue work and maintenance performance.
● Ensure maintenance activities are accurately recorded and equipment history is maintained.
● Ensure new assets are incorporated into Maximo, with appropriate PMs, spares and maintenance strategies
established before project handover.
Energy & Utilities Management
● Develop and implement energy reduction and utility optimisation initiatives.
● Identify opportunities to reduce energy consumption, operating costs and carbon emissions without compromising GMP or manufacturing requirements.
● Investigate abnormal or increased utility consumption and implement corrective actions.
● Support energy budgets, forecasts, utility performance reporting and site sustainability objectives.
GMP, Quality & EHS
● Ensure facilities and maintenance activities comply with cGMP, GDP, EHS and site procedures.
● Maintain appropriate engineering, maintenance, qualification and validation records.
● Prepare and/or review SOPs, maintenance procedures, protocols, reports, drawings and other engineering documentation.
● Support deviations, CAPAs, change controls, investigations and audit/inspection activities relating to facilities
and utilities.
● Ensure appropriate permit-to-work, isolation/LOTO, contractor safety and risk assessment systems are applied.
● Ensure facilities and utility systems remain in a qualified and compliant state.
Projects & Engineering Support
● Support the design, procurement, installation, commissioning and handover of new facilities and utility systems.
● Coordinate with design consultants, vendors, contractors and internal user departments.
● Participate in technical reviews of URS, specifications, drawings and vendor documentation.
● Support and/or lead FAT, SAT, commissioning, IQ, OQ and PQ activities as required.
● Ensure maintenance, reliability and energy requirements are considered during project design.
● Ensure appropriate asset information, documentation, training, spares and Maximo records are completed as
part of project handover.
People & Contractor Management
● Provide day-to-day leadership and direction to Facilities Technicians.
● Allocate resources and monitor completion of maintenance activities.
● Ensure technicians have the required technical, GMP and EHS training and competence.
● Manage facilities and maintenance contractors, ensuring work is completed safely, efficiently and in accordance with agreed scope.
● Monitor contractor performance and support contract negotiations and service-level reviews.
● Promote a culture of ownership, accountability, safety and continuous improvement.
Financial & Continuous Improvement
● Support preparation and management of the annual Facilities and Utilities maintenance budget.
● Monitor expenditure against budget and identify opportunities to reduce maintenance and operating costs.
● Support CAPEX proposals and business cases for facilities, reliability, utility and energy projects.
● Manage purchase requisitions and purchase orders within delegated authority.
● Lead continuous improvement initiatives to improve reliability, efficiency, compliance and cost performance.
● Use maintenance and energy data to identify trends, opportunities and areas for improvement.
Qualifications & Experience
Essential:
● Engineering, maintenance, facilities or related technical qualification.
● Significant experience in facilities, utilities or maintenance within a GMP/pharmaceutical or similarly regulated manufacturing environment.
● Proven experience supervising technicians and managing contractors.
● Strong experience with CMMS systems, preferably IBM Maximo/SAP.
● Experience managing preventative maintenance programmes and asset registers.
● Strong knowledge of facilities and utilities including HVAC, compressed air, electrical systems, heating/cooling and building services.
● Strong understanding of GMP, EHS and maintenance compliance requirements.
Desirable:
● Energy management or energy efficiency experience.
● Experience with pharmaceutical qualification and validation.
● Experience with FAT/SAT/IQ/OQ/PQ.
● CAPEX/project and equipment handover experience.
● SAP or other ERP experience.
