Head of Risk Management
(This role will be to support a new entrant to the Dublin Market on their application journey)
As the Head of Risk Management during the licence application journey you will work with the core team in a hands-on manner to design and put together the necessary governance arrangements, enterprise risk management framework, policies and procedures. This role covers all material risk categories, with an emphasis on capital, liquidity, market, credit, and regulatory.
You will be expected to lead the risk function from the ground up, advise and guide the core team in navigating local regulatory requirements and expectations, as well as active engagement of the Central Bank of Ireland (CBI).
This role offers the opportunity to play a founding leadership role, potentially progressing on to become the Chief Risk Officer in a start-up bank in Ireland, shaping a next-generation banking institution from inception to authorisation and launch.
Key Responsibilities
- Based on the proposed business model, identify all material risks faced by the applicant and design an enterprise-wide risk management framework, risk appetite statement, and KRIs, ensuring a cohesive and robust risk management approach.
- Develop tools, systems, and processes for risk measurement and reporting.
- Develop and own operational risk frameworks, including incident management, control testing and risk event reporting.
- Assist in the development of, as well as provide challenge and oversight for key prudential risk documents and processes, including ICAAP, ILAAP, Recovery & Resolution Planning (RRP), and stress testing frameworks.
- Provide independent and constructive challenge to the licence application team regarding the risk implications of strategic and operational decisions.
- As the organisation grows, recruit, lead, and mentor a small but capable risk management team.
- Work closely with key stakeholders to ensure systems build-out, including but not limited to testing and deployment, are carried out with risks effectively managed and operational resilience achieved.
- Ensure full alignment of the firm's risk practices with applicable regulatory standards of the Central Bank of Ireland (CBI) and European Banking Authority (EBA), and industry best practices.
- Assist in liaison with the Central Bank of Ireland on the licence application matters, in particular risk related matters.
- QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES
- 15 to 20 years of relevant risk management experience in banks, of which 10 or more are in managerial or leadership positions.
- Strong technical knowledge of CBI, EBA, Basel, and CRD/CRR risk management standards.
- Proven experience engaging with the CBI, particularly in relation to authorisation or supervisory reviews.
- Experience in start-up or transformational environments; one with entrepreneurial spirit and is comfortable building frameworks, teams and systems from inception.
- Comfortable communicating and working across different nationalities and cultures.
- PCF 14 holder in previous roles or confident in securing this authorisation
