About the role:
A Senior Procurement Manager (Indirect) in a semi‑government organization leads the full tendering and indirect purchasing function, from initial user requirement to contract award and governance, across categories such as marketing, events, lab equipment, IT, HR and agency services, while ensuring public‑sector compliance and value for money. The position provides strategic leadership, drives category and sourcing strategies, and ensures robust governance and compliance with internal policies and public procurement regulations.
Key responsibilities
- Lead the full tender lifecycle: translate user requirements into procurement plans, develop tender strategies (open, selective and quotation), prepare tender documentation and specifications, manage supplier shortlisting, coordinate tender issuance (including publication on designated websites/portals for open tenders), and oversee evaluation, clarification and recommendation for award.
- Provide procurement control, advisory and governance: ensure compliance with internal policies, public procurement rules and audit requirements; champion segregation of duties, documentation standards, and approval workflows; and provide expert advice to business units on appropriate routes to market and risk mitigation.
- Develop and implement indirect procurement and category strategies for marketing/events, lab equipment, IT hardware/software and services, HR and agency services, identifying cost‑saving, efficiency and risk‑reduction opportunities while balancing quality and service.
- Lead supplier selection, negotiation and contract management, including performance KPIs and SLAs, regular business reviews and improvement plans, and resolution of performance issues or disputes.
- Partner closely with internal stakeholders (finance, legal, IT, HR, user departments) to understand demand, consolidate requirements, plan annual tendering pipelines and support project delivery.
- Drive process improvement, e‑procurement system usage, data‑driven spend analysis, and reporting of KPIs (savings, contract coverage, cycle time, compliance) to management.
- Lead, coach and develop a small team of procurement professionals, setting clear objectives, managing workload and building a high‑performance, service‑oriented culture.
Requirements
- Degree in Procurement/Supply Chain, Business, Finance, Engineering or related discipline; professional procurement qualification (e.g. CIPS or equivalent) preferred.
- 15+ years' procurement experience with a strong focus on indirect categories, including marketing/events, lab or technical equipment, IT and HR/agency services, with at least several years at managerial level leading tenders and teams.
- Proven track record managing the full tender process in a public or semi‑government environment, including drafting tender documents, running open and restricted tenders, coordinating evaluations and obtaining approvals in line with public‑sector policies.
- Strong knowledge of public‑sector procurement regulations, governance, audit requirements and best practices, with the ability to design and enforce controls and policies.
- Demonstrated leadership, stakeholder management and communication skills, with the ability to influence senior stakeholders and guide users through compliant procurement approaches.
- Experience using e‑procurement / e‑tendering systems and applying data analytics to manage spend, suppliers and performance is highly desirable
