IT Strategy Program Manager - CIO Office, Tokyo

Join one of Japan's leading global technology companies as an IT Strategy Program Manager within the CIO Office, leading enterprise-wide IT strategy, transformation, governance, and internal digital initiatives.

Working closely with senior executives, business stakeholders, and technology teams, you will drive strategic programs from planning through execution, stakeholder alignment, risk management, and organisational adoption.

You will also act as a Product Owner for internal digital solutions, manage KPI/OKR frameworks, develop executive dashboards, translate business requirements into IT specifications, and support UAT and system adoption.

Key Responsibilities

• Lead enterprise-wide IT strategy and transformation programs sponsored by the CIO Office.
• Drive initiatives from planning through implementation and organisational adoption.
• Manage stakeholders, risks, dependencies, priorities, and program delivery.
• Develop KPI/OKR frameworks and executive dashboards to support data-driven decision-making.
• Act as Product Owner for internal digital solutions and manage product backlogs using Jira.
• Translate business requirements into clear IT/system specifications and user stories.
• Partner with software development teams throughout solution delivery.
• Coordinate UAT, rollout, and operational adoption.
• Prepare executive presentations, reports, and recommendations.
• Facilitate workshops and drive alignment between business and technology teams.
• Support improvements to IT governance, business processes, and organisational agility.

Required Skills and Qualifications

Experience:

• 7-10+ years of experience in IT Strategy, PMO, Program Management, Product Management, Management Consulting, or a related field.
• Proven experience leading complex, cross-functional strategic initiatives.
• Experience working with senior stakeholders and software development teams.
• Strong business requirements, IT specification, and user story experience.
• Experience with UAT and Agile software development.
• Hands-on experience with Jira or similar tools.
• Strong executive presentation and stakeholder management experience.

Soft Skills:

• Structured thinking and strong problem-solving ability.
• Strong ownership and ability to independently drive initiatives.
• Excellent communication, negotiation, and stakeholder management skills.
• Ability to align business and technology teams and operate effectively in a fast-changing environment.

Language Requirements:

• Japanese: Native-level proficiency.
• English: Fluent/business-level proficiency; TOEIC 800+ or equivalent preferred.

Preferred Skills & Qualifications

• Experience in a CIO Office, Corporate Strategy, or Enterprise PMO.
• Experience with internal digital products or business applications.
• Experience with Domo, Tableau, or Power BI.
• SQL/data analysis experience.
• Experience using Generative AI tools such as ChatGPT, Copilot, or Claude.
• PMP, Agile, Scrum, or Lean certification.
• Experience with KPI/OKR frameworks, IT governance, digital transformation, or organisational change.
