Site EHS Manager Hyogo | BESS Energy Project

Join a major utility-scale Battery Energy Storage System (BESS) project in Hyogo as the Site EHS Manager, taking responsibility for environmental, health, and safety operations across a complex energy infrastructure development.

This position will lead site EHS management throughout heavy civil construction, high-voltage electrical installation, commissioning, and energization, ensuring compliance with Japanese regulations and corporate HSE standards.

You will oversee safety across excavation, deep foundations, heavy equipment, structural works, critical lifting operations, and high-voltage electrical activities while managing BESS-specific risks such as DC stranded energy, chemical exposure, and thermal runaway.

Working closely with project leadership, the Chief Electrical Engineer, KEPCO, EPC contractors, local authorities, and global HSE stakeholders, you will play a central role in establishing and maintaining a strong safety culture throughout the project lifecycle.

This is a full-time, 100% site-based position in Hyogo Prefecture and an opportunity to build valuable experience within Japan's growing utility-scale battery energy storage sector.

Key Responsibilities

• Lead EHS management across civil construction, high-voltage electrical installation, commissioning, and energization phases.
• Oversee site safety for excavation, deep foundations, heavy equipment, structural works, and critical lifting operations.
• Establish, implement, and enforce LOTO, Permit-to-Work, PPE, arc-flash, and high-voltage electrical safety controls.
• Identify and manage BESS-specific hazards, including DC stranded energy, chemical exposure, and thermal runaway risks.
• Coordinate safety requirements with the Chief Electrical Engineer, KEPCO, contractors, and relevant local authorities.
• Lead contractor safety management across multiple civil and electrical EPC subcontractors.
• Conduct and oversee daily toolbox talks, emergency response planning, incident reporting, and HSE performance monitoring.
• Monitor regulatory and corporate HSE compliance and drive continuous improvement in site safety performance.
• Act as the primary HSE interface between the project site, local management, and Group HSE leadership.

Required Skills and Qualifications

Experience:

• Minimum 7 years of site-based EHS experience on large-scale infrastructure projects.
• Proven experience managing safety on projects combining heavy civil construction with complex electrical or substation works.
• Experience managing civil and electrical EPC subcontractors in Japan.
• Strong knowledge of Japanese construction safety regulations and electrical installation safety practices.
• Experience identifying and managing high-risk activities across both civil and electrical construction environments.
• Type 1 Licensed Health Officer (第一種衛生管理者) certification is mandatory.
• Bachelor's degree.

Soft Skills:

• Strong leadership skills with the confidence and ability to enforce safety standards across multiple contractors, disciplines, and site activities.
• Excellent communication skills for coordinating with site workers, engineers, utilities, contractors, local authorities, and global management.
• Strong risk awareness and problem-solving capabilities, particularly when managing high-risk civil and electrical construction activities.
• Strong organisational and reporting skills for managing incidents, HSE metrics, compliance requirements, and continuous improvement activities.

Language Requirements:

• Japanese: Fluent level.
• English: Intermediate to business level.

Preferred Skills & Qualifications

• Relevant Japanese excavation or shoring safety qualifications.
• Valid Japanese electrical qualification such as Electrician (電気工事士).
• Working knowledge of Chief Electrical Engineer (電気主任技術者) requirements.
• Previous experience with utility-scale BESS, solar, wind, thermal power, or similar energy infrastructure projects.
