HVAC and Utilities Work Package Owner
This is a specialised technical leadership role. As the Work Package Owner (WPO), you hold end-to-end accountability for the delivery, budget, and technical integrity of the site's critical utility systems. In a pharmaceutical environment, the "HVAC and Utilities" package is often the most complex, as it directly impacts product sterility and environmental compliance.
Role Overview
- Location: Athlone, Ireland
- Scope: Clean Utilities (WFI, PW, Clean Steam), Black Utilities (Chilled Water, Compressed Air, Boilers), and Grade A-D HVAC Systems.
- Accountability: From detailed design finalisation through to PQ (Performance Qualification).
Key Responsibilities
1. Technical Ownership & Design Integrity
- System Performance: Ensure HVAC systems maintain strict pressure cascades, temperature, and humidity setpoints required for ISO-classified cleanrooms.
- Clean Utility Delivery: Oversight of the generation and distribution of USP/EP grade water (WFI/PW) and clean steam systems.
- BIM & Clash Detection: Lead the technical review of 3D models to ensure utility racks are maintainable and meet "dead-leg" piping regulations.
2. Package Management (Commercial & Schedule)
- Budget Control: Manage the multi-million euro CAPEX budget for this specific work package, tracking variations and ensuring cost-efficiency.
- Procurement Support: Act as the lead technical evaluator for equipment bids (e.g., Air Handling Units, Chillers, and Water Generation Skids).
- Schedule Integration: Coordinate with the Senior Construction Lead (MEP) to ensure utility tie-ins occur without disrupting the master project timeline.
3. Commissioning & Validation (C&Q)
- DQ/IQ/OQ Oversight: Review and approve Design, Installation, and Operational Qualification protocols.
- Handover Documentation: Ensure the delivery of comprehensive Turnover Packages (TOPs) including weld logs, passivating reports, and RIBs (Rendered Isometrics).

Candidate Profile
- Experience: 8+ years in Utility/HVAC engineering within Biotech, Pharma, or Semiconductor industries.
- Technical Knowledge: Deep understanding of ISPE Baseline Guides (Water & Steam / HVAC) and Annex 1 requirements.
- Project Skills: Proven experience managing "Work Packages" (budgeting, scheduling, and vendor management).
- Education: B.Eng in Mechanical, Chemical, or Building Services Engineering.
