About The Company

The Standards & Data Quality oversees data and data quality through the use of national healthcare terminologies and the management of data quality in the National Electronic Health Record (NEHR).

The department develops national healthcare terminologies and data definitions to support consistent national data collection, reporting and analytics. Other than publishing the National Health Data Dictionary (NHDD) and Singapore Drug Dictionary, it is also the National Release Centre for SNOMED CT.

About the Role

The role of the Data Analyst is to author descriptions and codes for concepts used in healthcare, and to provide technical support to Standards publications and releases.

The Data Management Unit (DMU) monitors and measures demographics and clinical data quality in the National Electronic Health Record (NEHR).

The Data Analyst works with multiple stakeholders such as NEHR project teams, clinicians and healthcare institutions to improve data quality.

Duties and Responsibilities:

The Data Analyst conducts data profiling, data quality analyses for both demographics and clinical data. You must be strong logically and in executing the SQL commands so that the correct datasets can be generated for analysis and statistical reporting.

You must be systematic in uncovering the volume of problematic records and be able to identify actionable recommendations for improving the data quality in NEHR. You effectively communicate the findings, insights and recommendations within team.

The Responsibilities are as follows:

Data Quality Improvement

  • Assist in identifying areas for data quality improvement.
  • Support the implementation of plans for continuous improvement on data quality in NEHR
  • Perform end-to-end NEHR demographics data processing cycle on periodic environment refresh with snapshot of production data.

Data Profiling

  • Accurately generate and provide statistics on the key data quality focus areas for NEHR demographics data.
  • Provide impact analysis and data profiles in support of business requirements from NEHR project teams and validate the feasibility of solution proposed by vendor.
  • Decide on best approach for the generation of the data sets and ensure volume of records is de-duplicated for NHIS and Clinical Informatics.
  • Work with clinical stakeholders to gather requirements for generating clinical data.
  • Write and execute scripts to generate relevant subsets of clinical data and clinical terminology standards.

Data Analysis

  • Review the data sets generated based on the query executed.
  • Identify the various root cause of data quality issues.
  • Coordinate data quality reviews within the team.

Clinical Data Tools Development

  • Work with clinical stakeholders to develop prototypes that aid in clinical data management, for example, clinical data audit tools, data transformation tools.
  • Identify suitable platforms and solutions for the furtherance of these prototypes into production environment.

Requirements:

  • Minimum 3-5 years' experience in IT industry, preferably in a healthcare setting, inclusive of 2+ years' experience in data related areas.
  • Proficient in PL/SQL, MySQL, Excel formula, Java and C++ programming.
  • Resourceful in tapping on open source libraries for solutions related to tokenisation and Natural Language Processing (NLP)
  • Possess excellent analytical and problem solving skills.
  • Good interpersonal, written & verbal communication skills.
  • Keen eye for detail and of meticulous nature.
  • Experience with Linux and Red Hat is an advantage.
  • Understanding of SNOMED CT and LOINC is an advantage.
  • Degree in Computer Science, Computer Engineering or equivalent.
