Join a leading global financial markets infrastructure provider in Tokyo as a Regulatory Compliance Officer, taking ownership of local regulatory compliance for its post-trade and central clearing business in Japan.
This is a high-visibility opportunity to serve as the key compliance contact for Japanese regulators, including the Financial Services Agency (JFSA/FSA) and Bank of Japan (BOJ). You will oversee regulatory requirements, compliance reporting, licensing submissions, risk assessments, and regulatory examinations while supporting the continued development of the firm's Japan business.
Working closely with Legal, Regulatory Advisory, Compliance, and business teams across APAC and global financial centres, you will gain valuable exposure to securities regulation, central clearing, post-trade operations, and financial market infrastructure within an international Fintech environment.
Key Responsibilities
- Act as the primary local compliance lead for central clearing and post-trade services in Japan, overseeing day-to-day regulatory requirements and compliance activities.
- Manage relationships and communications with key Japanese regulatory authorities, including the Financial Services Agency (JFSA/FSA) and Bank of Japan (BOJ).
- Coordinate regulatory audits, assessments, compliance reporting, and licensing-related submissions across relevant regional business units.
- Monitor business activities, conduct compliance and risk assessments, and identify potential regulatory or operational issues.
- Draft and maintain compliance manuals, internal policies, and operating rules in both Japanese and English.
- Provide regulatory guidance on new products, business initiatives, clearing rulebook interpretations, and evolving financial market infrastructure requirements.
- Collaborate with regional Legal, Regulatory Advisory, Compliance, and business teams across APAC and global financial hubs.
- Monitor developments in Japanese financial regulation and assess their potential impact on the company's central clearing and post-trade activities.
- Support a robust compliance culture while balancing local regulatory requirements with global policies and business objectives.
Required Skills and Qualifications
Experience:
- 3+ years of relevant experience in financial services compliance, legal/paralegal, risk, audit, or a related regulatory function.
- Experience or exposure to securities, Global Markets, post-trade operations, clearing, or financial market infrastructure is highly relevant.
- Ability and willingness to develop a detailed understanding of central clearing rulebooks and applicable regulatory requirements.
- Experience supporting compliance, regulatory, risk, legal, or audit activities within a financial services environment.
- Ability to understand and navigate both financial and non-financial risk categories.
- Bachelor's degree or equivalent university qualification.
Soft Skills:
- Excellent organisational and analytical skills, with the ability to manage regulatory requirements and competing priorities effectively.
- Strong self-motivation and learning agility, particularly when navigating complex financial regulations and clearing frameworks.
- Ability to operate independently in a standalone local compliance function while remaining closely connected to regional and global teams.
- Strong stakeholder management skills and confidence engaging with regulators, business leaders, and international colleagues.
- Detail-oriented and risk-aware approach with sound judgement when addressing regulatory and compliance matters.
Language Requirements:
- Japanese: Native-level proficiency required, including the ability to communicate professionally with Japanese regulators and prepare regulatory documentation.
- English: Fluent proficiency required for collaboration with APAC and global Legal, Compliance, Regulatory Advisory, and business stakeholders.
Preferred Skills & Qualifications
- Knowledge of Japan's Financial Instruments and Exchange Act (FIEA / 金融商品取引法).
- Familiarity with Japanese securities regulation and financial market infrastructure regulatory frameworks.
- Experience interacting with the JFSA/FSA, BOJ, or other Japanese financial regulatory authorities.
- Exposure to central clearing, CCPs, securities clearing, post-trade services, or Global Markets operations.
- Experience preparing regulatory submissions, supporting examinations, or interpreting financial services regulations and rulebooks.
- Understanding of regulatory requirements affecting internationally operating financial institutions in Japan.
