The primary function of the role is to ensure that excellent standards of health, safety and
environmental protection are set and met in accordance with the requirements of the company
health and safety policy, the company environmental policy, and the terminal's Major Accident
Prevention Policy (MAPP) and safety management system.
The Safety Officer will advise the Terminal Manager on legal requirements, process safety, and
occupational health and safety issues associated with day-to-day operations of a regulated major
hazard site, ensuring that terminal activities do not endanger safety, health and the environment.
The Safety Officer supports the implementation and enforcement of safety policies and procedures
across the fuel terminal site. This role ensures compliance with statutory requirements, including
COMAH and DSEAR, and supports the safe operation of the terminal through active monitoring,
audits, training, and safety engagement.
Responsibilities include but are not limited to:
- Monitor site activities to ensure adherence to safety policies, procedures, and legal requirements.
- Support the Terminal Manager in implementing the terminal & safety management system (SMS), including COMAH compliance tasks.
- Conduct regular site inspections, audits, and safety walks; report and follow up on findings.
- Assist in risk assessments, method statements, and permit-to-work processes.
- Lead and participate in incident investigations, ensuring root causes are identified and corrective actions implemented.
- Deliver safety inductions, toolbox talks, and training sessions to staff and contractors.
- Monitor the use of PPE and ensure safety signage and barriers are maintained.
- Maintain accurate SHE documentation and support the preparation of safety reports and regulatory submissions.
- Assist in emergency response drills and ensure readiness of equipment and plans.
- Promote a strong safety culture through engagement with operational teams and contractors.
Education & Experience:
- Degree level safety qualification
- Experience in a safety role within a high-risk environment (preferably oil & gas, chemical, or fuel storage).
- Understanding of COMAH, DSEAR, and general Irish safety legislation.
- Experience in conducting audits, inspections, and safety training.
- Experience in a COMAH-regulated site or terminal environment.
- Training in incident investigation methodologies (e.g., ICAM, 5 Whys).
