Background - the taxi licensing team
The taxi licensing team aims is to develop and maintain processes and systems that make it is simple as possible for an SPSV licence holder to be compliant with legislation.
Frontline services (call answering, application handling, vehicle inspections, test delivery) are delivered by contracted 3rd parties on the organisations behalf. Everyone on the team works closely with those service providers to ensure this is done to a high standard. As the delivery is managed through our bespoke licensing system ('CABS'), another core function is in developing business requirements. Written communication with industry, consumers and public representatives also form an important part of delivering on our aims.
Each person has their own specific area of responsibility, where they will be a 'subject matter expert' for particular aspects of licensing. There is scope to take on responsibilities and contribute to the continued development of processes and systems.
Job profile
Subject matter expert (SME) Licensing
- Process development and maintenance
- Queries and issues: draft responses, manage turnaround times, escalate if required
- Quality checks and oversight
- Reporting
- Weekly, monthly for SME area
- Business system maintenance and development related to SME area of expertise
- Issue resolution - liaison with Helpdesk; 3rd parties
- Analysis and development of business requirements
- User testing
- Operational implementation of system change with 3rd parties
Service provider management
- Service provider oversight - KPIs, delivery, ongoing liaison
- Quality of deliverables - process; quality checks
- Feedback and 3rd party liaison
- Reporting
- Issues and escalations
Licensing communications
- PQs, Public reps, direct responses
- Written responses to queries from industry, consumers
- Taxi website maintenance
- Licence holder communications - campaigns, newsletter
- FOI and data requests
- Public consultation support
- Process development and maintenance with regard to Licensing communication
- Liaison with other organisational departments
Qualifications, Training and Experience:
- Third Level Qualification
- Excellent written and verbal communication and interpersonal skills
- Be able to work at a detailed level whilst able to extract ideas for communication to senior management
- Proven track record in service delivery

- Motivated and enthusiastic - can work on initiative without direction
- Planning skills - able to prioritise work and deliver to deadlines
- Strong analytical, problem solving and decision-making skills
- Ability to create positive working relationships
