Our Public Sector client is looking for an experienced Head of Enterprise Development and Inclusion to join their team - 6 month contract
This role sits within the Sector Development Directorate within our client and plays a central role in support of the tourism sector. This is a strategic and results focused role, requiring a professional with an understanding of developing and delivering strategic capability supports, i.e. developing knowledge, skills and experience in the employee supporting the business to remain profitable, competitive and resilient. The successful candidate will need to demonstrate excellent communication skills and an ability to communicate complex messaging as well as an ability to measure, influence and communicate impact.
The successful candidate will need to demonstrate excellent relationship management skills and a demonstrable ability to engage and influence senior stakeholders. In addition excellent project management experience with the ability to influence internal stakeholders and external suppliers. This role focuses on developing and delivering new capability building support initiatives to tourism businesses supporting them to become viable sustainable businesses delivering in the medium to long-term.
The successful candidate will manage the teams responsible for delivering the technically focused capability building supports i.e. in the area of industry digitalisation and creating on-line learning content for learniFI, the learning management system, as well as supporting Regional Development of tourism through the Destination and Experience Development Plans. In addition they will manage the inclusion team supporting this new team to establish its role and to positively impact the development of inclusive experiences.
Central to this role will be collaborating and innovating with other agencies such as Skillnet, LEO, SEAI and government departments ensuring a coordinated approach to capability building in the tourism sector and avoiding duplication and wasted resource both human and budget. As well as engaging with industry bodies to understand the sectors capability needs and to develop partnerships to maximise the role out and impact of developed supports.
Job Description - Key Responsibilities
Capability Building Supports
* Working with other agencies, internal and external stakeholders and external suppliers, to identify strategic solutions to address the key strategic capability development needs of the tourism industry
* Oversee the development of content for learniFI, the learning management system, to leverage this platform as a key resource to build knowledge, skills and experience of tourism employees
* Through international and national benchmarking and research identify and apply key insights in learning and development practices to ensure development and delivery of impactful learning supports
* Brief and manage the external service providers on the development of the supports required to address these capability gaps and deliver the required impact
* Develop new and innovative ways of delivering capability building supports to the tourism industry
* Evaluate all supports delivered, measuring impact on the industry performance and adopt a continuous improvement approach, applying all learnings as relevant.
Stakeholder Management
* Develop proactive relationships with other agencies and Divisions in the skills and capability development market and develop and support the delivery of a shared plan as agreed.
* Develop and maintain excellent internal and external stakeholder relationships to achieve the organisation's objectives.
Resource Management
* Inspire, lead and support team members to perform to the best of their ability individually and collectively within teams to meet predetermined objectives
* Develop accurate manpower plans to ensure that all projects within the Division are resourced with the appropriate skills
* Monitor the deployment of resources to ensure optimal outcomes
* Actively coach, mentor, evaluate, develop, motivate, delegate, and monitor the activities of team members and conduct Performance Reviews in line with their policy
* Manage cross functional resources to deliver agreed projects and KPIs.
Governance & Reporting
* Comply with all aspects of organisation policy and promote good governance within the team
* Systematically review the status of all aspects of plans, ensuring all issues are being addressed, submit status on time and brief Director and Exec colleagues on key issues as required
* Monitor budgets and procurement processes within their policy
* Ensure that the team spend is tightly controlled and within agreed budget
* Be an active member of the Leadership Team.
Carry out all other duties as required and participate as a full member of the Sector Development Directorate Leadership Team by supporting different work projects, as required, from time to time.
This role requires travel, with attendance at a number of national and regional locations / sites on an annual basis.
Person Specification
Essential Criteria
The successful candidate will have a minimum of five years' successful experience in a related management role with strategy formulation and/or execution that includes senior stakeholder management, influencing and engaging, programme/project management, and team management.
We are looking for an individual who has highly developed interpersonal skills and has demonstrated an ability to build strong external and internal strategic partnerships. Experience of initiating key strategic projects that delivered positive impact is also required. Specifically, the successful candidate will have the following skills:
* Leadership skills/gravitas to deliver key strategic projects with multiple stakeholders
* Excellent communication skills both verbal and written
* Working collaboratively across functions with excellent interpersonal and relationship management skills
* Ability to identify innovative solutions that impact in the short to medium term
* Management of service provision contractors.
In order to be eligible to apply for this role you must have / demonstrate in your application form the following
* Minimum of 5 years' successful experience in a related management role including people management.
* Demonstrable experience in developing and implementing strategy.
* Knowledge of capability building techniques and how to apply them to address the challenges facing the tourism sector.
* The ability to influence and manage a diverse range of internal and external stakeholders at senior level with quantifiable results.
Qualifications/Mandatory Training
* A professional qualification (minimum Level 6 under the QQI Framework) in a related discipline is essential
Desirable Criteria
* Experience of working in the tourism or hospitality industry
* Possess a 3rd level qualification (Level 8 or 9 under the QQI Framework) in a business or related discipline.
