The Senior Health & Safety Officer is responsible for leading, coordinating, and implementing health and safety programs across a high-risk industrial environment. This role ensures compliance with regulatory requirements, drives continuous improvement in safety culture, and provides expert guidance to management and operational teams to reduce incidents and promote safe work practices.
Key Responsibilities
Develop, implement, and monitor site-wide HSE policies, procedures, and risk-control measures.
Ensure regulatory compliance with local, national, and industry-specific health and safety legislation.
Prepare and manage HSE audits, inspections, and certifications.
Lead risk assessments for all critical activities.
Oversee high-risk operations (LOTO, confined space, working at height, hot works, heavy lifting, hazardous substances).
Investigate accidents, near misses, and unsafe acts/conditions; implement corrective and preventive actions.
Mentor and coach supervisors, safety reps, and frontline staff on safe work practices.
Facilitate toolbox talks, safety briefings, and safety leadership sessions.
Drive continuous improvement initiatives focused on behavioural safety.
Manage incident reporting systems and ensure accurate documentation.
Conduct root-cause analysis using industry-standard methodologies (5-Why, Fishbone, TapRooT, etc.).
Liaise with regulatory agencies and support external investigations when required.
Develop and deliver HSE training programs for staff, contractors, and visitors.
Ensure competency verification for high-risk tasks and critical permits.
Maintain training matrices and ensure mandatory certifications are current.
Conduct regular site inspections across production lines, equipment areas, workshops, storage facilities, and yards.
Support engineering and maintenance teams in planning and executing shutdowns, commissioning, and project works.
Provide input on equipment design, layout changes, and process improvements to ensure safety by design.

In-depth knowledge of industrial H&S legislation, codes of practice, and heavy-industry safety standards.
Strong analytical and problem-solving skills; ability to perform detailed investigations.
Confident communicator with excellent leadership and influencing abilities.
Ability to work in fast-paced, hazardous, and dynamic environments.
Proficient in HSE management systems (ISO 45001 preferred).
Strong report writing and data analysis capabilities.
Required Qualifications & Experience
Bachelor's degree or recognized qualification in Occupational Health & Safety, Environmental Science, Engineering, or related field.
