Program Manager Director Financial Services Tokyo IT

Join a global financial services organization as a Director-Level Program Manager, leading a large-scale enterprise platform modernization program.

This role will drive the transformation of legacy systems into a modern, scalable architecture, playing a critical role in shaping the company's future technology landscape. You will work closely with senior leadership to deliver high-impact, multi-year transformation initiatives.

Key Responsibilities

• Lead program strategy, governance, and execution for a large-scale platform modernization initiative.
• Oversee end-to-end delivery across multiple workstreams, ensuring alignment with business goals and timelines.
• Manage program financials including budgeting, cost control, and value realization.
• Engage senior stakeholders and executives to drive decision-making and alignment.
• Identify and manage risks, issues, and dependencies across the program lifecycle.
• Coordinate with vendors and partners to ensure successful delivery and quality standards.
• Drive change management initiatives to support adoption of new systems and processes.

Required Skills and Qualifications

Experience:

• Bachelor's degree in Business, IT, Computer Science, or related field.
• 8+ years of experience managing large-scale technology programs or projects.
• 5+ years of experience in senior program management roles.
• Experience in financial services (insurance or regulated industries preferred).
• Experience delivering core system modernization or data migration programs.
• Proven experience managing vendors and complex stakeholder environments.
• Experience leading PMO functions across Agile and traditional methodologies.

Soft Skills:

• Strong strategic thinking with the ability to execute complex programs.
• Excellent stakeholder management and negotiation skills at executive level.
• Strong financial and vendor management capability.
• Ability to manage risks and solve complex problems under uncertainty.
• Strong communication skills including executive-level presentations.

Language Requirements:

• Japanese: Fluent level
• English: Fluent level

Preferred Skills & Qualifications

• Experience in core platform modernization within financial services or insurance
• Knowledge of Japanese regulatory and compliance frameworks
• Experience with cloud, APIs, and microservices architectures
• Experience leading large-scale transformation programs with multiple vendors
