Our Public Sector client is looking for an experienced Procurement Executive to join the Governance and Procurement Department - 12 month contract

We have an exciting opportunity in the Governance and Procurement Department. This is a diverse role providing support to the Procurement Manager in the areas of procurement, purchase order approval and contract management. Our client has an active procurement function with up to 30 Request for Tender (RFT) competitions and an additional 30 below threshold Request for Quotation (RFQ) competitions held annually. The procurement team is responsible for all procurement related activities. Two major responsibilities include ensuring service levels are met and facilitating competitions to meet the requirements of Programme Teams in a timely manner.

This position will play a key role in the above Department. The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of our clients Procurement. The Procurement Executive will be required to manage the end-to-end procurement process of various competitions (RFTs and RFQs) from initial review of draft tender documents through to issuing of contracts. The Procurement Executive will be responsible for ensuring that this process is operating efficiently and effectively.

Key Responsibilities of the role of Procurement Executive

The responsibilities of the Procurement Executive outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of our client across Business Units/Department. They will include, but not limited to, the following:

  • Ensure compliance with public procurement rules and the Code of Practice for the Governance of State Bodies.
  • Support internal teams in preparing Request for Quotation/Request for Tenders (national and EU level), including reviewing selection reports, Board papers and drafting Contracts for same.
  • Publish RFTs on eTenders & OJEU, coordinate queries on tenders and publish contract award notices.
  • Liaise with the OGP, external procurement and legal advisors to ensure best practice is adhered to. Utilise the OGP Frameworks where possible.
  • Prepare periodic reports on procurement activity including inputting into the annual Corporate Procurement Plan.
  • Develop, advise and manage the implementation of our client procurement contract templates, procurement policies & procedures.
  • Assist with procurement training for internal staff & drafting procurement presentations.
  • Review requisitions raised in accordance with procedures and timely approval of purchase orders.

To ensure that activity peaks within the Governance and Procurement Department (e.g., urgent projects deadlines, Board and audit requirements) are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.

Key Knowledge and Skills

The knowledge and skills required include but are not limited to the following:

  • Strong understanding of Procurement with the ability to understand legislation and legal practices in procurement and procurement contracting arrangements in the Public Sector and in line with EU requirements.
  • A proven proactive approach to achieving results, including managing scope, time, risk assessment, cost and quality.
  • Excellent organisational and project management skills, strong analytical, problem-solving and interpretive skills with an ability to think strategically and use sound judgement on complex issues.
  • Excellent written and oral communication skills with the ability to represent Procurement throughout the organisation and to external stakeholders in a positive manner.
  • A capacity to build positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively.
  • A flexible approach to problem solving and decision making to ensure the best solution is achieved focusing on the need for greater efficiency and effective delivery.
  • Good numeracy skills, strong attention to detail and commitment to quality.
  • Ability to multitask, manage competing demands and work effectively to deadlines.
  • Ability to work on own initiative.
  • Well-developed IT skills including using the suite of Microsoft applications (e.g. Word, Excel, PowerPoint etc.) and other software applications.

Essential Requirements

The successful candidate must be able to demonstrate;

  • 3 years of experience working in in a corporate governance or compliance related area e.g. procurement, supply chain management, project management etc. (can include post-graduate studies)
  • 3rd level qualification e.g. procurement or supply chain management, ideally with a public procurement or related Corporate Governance background.
  • Knowledge of public procurement and contractual arrangements and rules in the EU.
  • A good knowledge of public service organisations and the governance and regulatory framework within which they operate including knowledge of the OGP, the use of OGP Frameworks and various tender procedures (Open, Restricted,) used in public tendering.

Desirable Requirements

· Knowledge/ Experience of working in the Public Sector.

· A good knowledge of public service governance and regulatory framework

· Experience of working in a customer service role.

· A strong working knowledge of the eTenders and TED electronic tendering platforms.

There may be a requirement for the successful candidate to further develop specialist knowledge and expertise relevant to the role. Training will be encouraged (formal and informal) and supported where required.
