Hiring for Human Resources in Japan.
The demand for permanent HR positions reduced in 2023, especially in certain industries such as Tech. This coincided with a few waves of layoffs, which continued throughout the first half of the year.
At the start of the year, most HR hiring activity was put on pause, but by mid-year, companies resumed their recruitment - mostly for replacement hires or hard-to-fill positions.
There are positive signs of the market regaining momentum, with local Japanese organisations headcount planning for 2024 and resuming their hiring efforts. We also anticipate some foreign companies will increase hiring from next year as we see the continuous growth of companies establishing their businesses in the Japanese market.

Salaries have stayed relatively stable, although a number of companies have had some generous salary reviews as part of their talent retention strategies - but it has not been a widespread trend.
